Goals and Objectives: 

1. Expansion of trespass ordinances on private property, including mandatory documentation and citations.
2. Automatic authorization for policing agencies to go on exterior private property for the purposes of removing individuals that are loitering or camping under the definition of “reasonable observation” defined as  means an objective determination, based upon specific and articulable facts personally observed or otherwise reliably known to the observing person, together with reasonable inferences drawn from those facts, that an individual is engaging in conduct reasonably associated with unsheltered habitation or use of a location as temporary living accommodations. Such observations may include, without limitation, sleeping or preparing to sleep outdoors; establishing or maintaining a temporary shelter or encampment; possessing or arranging bedding, tents, shopping carts, or personal belongings in a manner consistent with habitation; remaining at a location for an extended period in circumstances reasonably indicating habitation; or engaging in similar conduct. Reasonable Observation shall not be based solely upon an individual's appearance, clothing, perceived economic status, disability, or other personal characteristic.
3. Requiring the governing municipality to manage the costs associated with cleanup of waste, on private property, from homeless individuals’ habitation.
4. Remove the conditional restrictions on citations or arrests due to shelter capacity or availability.
5. Engaging on recidivist enhancements (Repeat-offender Enhancement) to include trespasses of homeless habitations, whether it is on one property or multiple.
